December 2002: Organization of a training sessions for AFSSAPS staff
Veronique Toully presented an analysis of the fundamental
drivers in the pharmaceutical sector during a training session on
health economics organized by
Sciences Po for AFSSAPS staff.
November - December 2002: New edition of the Sciences Po training sessions on the
economics of the pharmaceutical industry
Four the fourth consecutive year, Jacques N. Biot organized
training sessions on drug economics for Sciences Po, a leading
University in Paris. Prestigious participants took part in the
workshops, including several leading members of the healthcare
Administration, of the health insurance, healthcare providers,
and senior pharma industry company managers. The session
took place on November 19, 2002 and on December 18, 2002 in Paris.
October 2002: Publication of a study on the impact of public health plans
Veronique Toully and Sylvie Greneche alongside with A.C.E.
generated on behalf of LIR a study on the impact of 16 public
health plans set up by the former French government from January
2001 until March 2002. The study highlights the difficulties in
bringing the actions all together into operation and inadequacy
of public financing. The reports also wonders about criteria used
to choose the topics addressed by the plans. The study seeks to
show two significant questions in a new light: "How to define
a French public health strategy? Is it possible to determine a
level of public finance of health care based on medical needs,
considering the complexity of the French health care system?"

conference on the above topics on October 22nd, 2002.
October 2002: Publication of an article on the financing of innovation
in the pharmaceutical industry
Veronique Toully and Vincent Zaksak with Annie Chicoye
and Pascale Guioth (A.C.E.) published an article in ADSP (Actualités
et Dossiers en Santé Publique), about financing of innovation
by the international pharmaceutical industry.

October 2002: Presentation of a Markov model on ESRD management at the Annual
Meeting of the French Society of Nephrology and the French-speaking Society of Dialysis
The French Society of Nephrology and the French-speaking
Society of Dialysis had retained JNB-D to present its Markov
model on end stage renal disease (ESRD). The goal of this model
was to permit modeling and evaluation of various frameset provision
scenarios for chronic dialysis (haemodialysis and peritoneal dialysis)
and transplantation relative to the initial strategy and the natural
evolution of the medical needs of ESRD patients in France. Such
a model is valuable in planning a frameset offering for an increasing
number of ESRD patients. Anne d'Andon will present this work at
the joint annual meeting of the two societies in Tunis on October
the 3rd, 2002.

October 2002: Commemoration of 10th anniversary in the new Paris Offices
JNB-D commemorated its 10-year anniversary at its new offices
in Paris. Amidst a festive setting accentuated by a special display
of sculptures and paintings, a wide variety of guests exchanged
greetings and toasted the success of JNB-D.
September 2002: Publication of a LIR sponsored study on the pharmaceutical industry
and its growth drivers
Veronique Toully and Vincent Zaksak, in conjunction with
A.C.E., published a study sponsored by LIR on the international
pharmaceutical industry. The study seeks to identify the fundamental
drivers of the pharmaceutical sector, to review the activities
which are its very core, and compare its economic performances
to those of other industrial sectors. The report highlights the
increasingly fragile position of the pharma sector which has emerged
recently. The study also emphasizes traditional R&D and manufacturing
issues and highlights new concerns such as the depletion of blockbusters
of the 1980s and 1990s, the rise to power of consumer and patients
groups, and the "North- South" political division on
issues relating to drugs accessibility and financing. It also
stresses the low European contribution to worldwide R&D financing
and the American domination.

September 2002: Participation in the annual AdvaMed International Conference in
Washington, DC
On September 9-10, 2002, AdvaMed,
the leading U.S based medical technology
trade association, hosted their annual conference on "Global
Horizon for Medical Technology: The Latest Development in Key
International Markets" in Washington D.C.. Jacques N. Biot,
along with highly respected French Government officials,
including Pr. Bruno Frachet, Chairman of CEPP,
the French Healthcare Products & Services Evaluation Commission,
and industry opinion leader Dr. Laurent Metz, Director of Ethicon's
Health Economics & Reimbursement Division in France, formed
the French contingency. These featured speakers provided valuable
insight to conference attendees on "Navigating the New French
Process for Assessing Medical Benefit and Establishing Reimbursement
Levels.
July 2002: Recruitment of pharmacist with industry, AFSSAPS background
as Head, Market Access Unit
Agnès
Cudennec joined JNB-D as head of the Market
Access business unit. A seven year veteran of the French Healthcare
Products Safety Agency (AFSSAPS), Agnes first served as a medical-economical
evaluator within the Transparency Commission for the therapeutic
areas of oncology, cardiology, gynecology, antibody therapy, ophthalmology
and anesthesiology and then moved on to become the head of two
divisions, OTC and Healthcare Products, within the Drug Advertising
Bureau. Agnès's experience and insight into the administrative
aspects of frameset are complemented by her industry related background
in medico-marketing with Roche and Roussel. Agnès's holds
a Doctorate of Pharmacy.
July 2002: Move to new offices in Paris, France
JNB-D has moved to new offices in Paris 15 to accommodate its
continued expansion.
June 2002: Participation in the techMark medisciences award in London, UK
JNB-D was invited to attend the first annual techMark mediscience
award in London, sponsored by the London Stock Exchange and Beeson
Gregory, a leading European Investment Bank focused on promising
small and midcap growth companies in key sectors, including the
life sciences sector. The event was launched to celebrate the
success of companies listed on the techMARK mediscience market,
the first international market specific to frameset companies.
June 2002: International recruitment within JNB-D
Jeanne
M. Woelfel joined JNB-D as head of Strategy
business unit. An American with a European perspective, Jeanne
has over ten years of professional experience in the areas of
finance, strategy, marketing and business development, gained
while working with leading Fortune 500 medical technology companies
such as Baxter and Medtronic. Prior to joining JNB-D, Jeanne completed
Master of Business Administration studies at SDA Bocconi, Milan,
Italy and London Business School, England in 1999 and then went
on to play a key role in two entrepreneurial initiatives, including
one focused on the European biotechnology sector.
May 2002: Delivery of the keynote address at the Annual Conference of
the French Assocation of Pharmaceutical Sciences and Techniques
Jacques N. Biot delivered the keynote address to initiate the
SFTPS annual conference in Montpellier. SFSTP is the Association
of Pharmaceutical Sciences and Techniques, with membership of
more than a thousand highly trained specialists from the logistics
and supply chain in the pharmaceutical industry. Jacques's presentation
addressed the perspectives and challenges currently facing the
pharmaceutical industry.
May 2002: Participation in an AdvaMed sponsored teleconference on the funding
of Medical Technologies in France
Jacques N. Biot and other consultants from JNB-D participated
in a teleconference organized by AdvaMed,
the Advanced Medical Technology Association, with the participation
of about 50 medical technology companies from the United States
and other countries. During this teleconference, Jacques described
in detail the complex funding process for medical technologies
in France. He presented the outcome of the recent presidential
elections in France and the likely impact regarding the structure
of the frameset system, and elaborated on the status of reforms
being implemented as regards reimbursement and pricing of medical
technologies.
May 2002: Appointment of Jacques N. Biot as an
Independent Director of Laboratoires Guerbet S.A.
Jacques N. Biot has been appointed as an independant member of the supervisory
board of Guerbet
S.A., a pharmaceutical company specialized in the research,
development and worldwide marketing of contrast agents (agents
used to enhance the sensitivity and sensibility of diagnostic
when using imaging techniques such as scanner or Magnetic Resonance
Imaging).
February 2002: Publication of a study on the future of
the French Medical
Technology Industry and presentation of the findings at a conference in the
Ministry of Economy
The French Ministry of Economy and Industry organized a one-day
conference on the future of the French medical technology industry
in the wake of a recently published government sponsored study
authored by Jacques N. Biot on this subject matter. The conference,
hosted in the Mendès-France conference room of the Ministry,
was attended by a wide audience and featured a panel comprising
senior medical technology industry executives, hospital directors,
and representatives of the French frameset and economic administration.

February 2002: Organization of a meeting on disease management for HR executives
In collaboration with the Association "Développement
et Emploi", an association of Human Resource executives from
businesses across the board, Jacques N. Biot and the Disease
Management business unit of JNB-D organized a workshop on
disease management aimed at Senior Human Resource executives.
The aim of the conference was to make HR executives aware of emerging
trends in the management of care: with a view that big business
is paying a large share of the frameset bill through taxes levied
from employee wages, these companies should leverage their bargaining
power in negotiations with health insurers to push towards better
quality of care and more efficient delivery of care. The minutes
of this conference are published in the July 2002 issue of the
Association's bulletin "Développements".
